1. Absence of Search Index & Content Privacy
PubVelo is an automated technology utility suite providing decentralized link hubs, temporary file distribution, short URLs, and notes.
- No Search Indexing: PubVelo is technically unable to browse, classify, or index all files or content uploaded by individual users on its servers.
- Content Confidentiality: All user-uploaded files and notes are treated as private and autonomous until the user chooses to distribute the generated link.
- No Pre-Judgement: Without a distinct copyright owner notification, PubVelo has no legal authority to determine whether a user possesses lawful distribution rights, is an authorized agent, or if fair use applies. All content is presumed compliant with our Terms until formal notice is received.
2. Submitting a Valid DMCA Takedown Notice
To request the disabling or removal of copyrighted material appearing on PubVelo without authorization, please submit a written DMCA Takedown Notice containing all statutory requirements:
- 1. Identification of Copyrighted Work: Description of the copyrighted work claimed to be infringed (or a representative list if multiple works are covered).
- 2. Exact Infringing URLs: The specific PubVelo link(s) (e.g.

- 3. Contact Information: Your legal name, company name (if applicable), physical address, phone number, and working corporate email address.
- 4. Good Faith Belief Statement: A statement that you have a "good faith belief that use of the material in the manner complained of is not authorized by the copyright owner, its agent, or the law."

Plain Text Notice Requirement: For security against malicious payloads, all takedown notices must be submitted in Plain Text within the email body. File attachments (such as .zip, .exe, or suspicious .doc files) are blocked by our gateway and will not be examined.

If you believe your file or note was disabled as a result of mistake or misidentification (e.g. you own distribution rights or fair use applies), you may submit a formal Counter-Notification containing:
- Your physical or electronic signature.
- Identification of the material that was disabled and the original PubVelo URL.
- A statement under penalty of perjury that you have a good faith belief that the material was removed or disabled as a result of mistake or misidentification.
- Your full legal name, address, telephone number, and consent to the jurisdiction of the competent courts.
Upon receipt of a valid counter-notice, PubVelo will forward it to the original complainant. If the complainant does not initiate judicial action within 10 to 14 business days, PubVelo may restore the disabled material.
5. Repeat Infringer Termination & Monetization Forfeiture
In strict compliance with 17 U.S.C. § 512(i)(1)(A), PubVelo terminates user accounts, revokes publisher API keys, and deletes active link hubs of users determined to be repeat copyright infringers.
Monetary Forfeiture: Any ad monetization revenue generated through copyrighted movies, cracked software, or pirated media will be 100% withheld and forfeited.
